What could be a reason that a dog would pee on someone’s clothing?

My mother has a Chiuaua. It is six months old and from what I can tell isn’t very well potty trained. He pees in the house but only in my mothers room on her husband’s clothes. (I know he pees on them).
It is a very nervous dog. It seems scared of everyone. I am trying to get it to warm up to me.
Any tips on getting it to do that and why it would pee on his clothing?
