I used to drive my horse, so I can tell you the important thing is to measure the height of the wheel and the shaft – they needs to end up parallel to the ground when your dog is harnessed. It may be advisabl to get the harness first, put it on, and measure the height at the ‘tug’.
You might also look at Dogworks, as they have equipment made specifically for dogs.
