my ex-husband was given a dog by a friend of his because she said her kids don’t pay attention to it. He gave the dog to us which the original owner knew he was going to do, now she wants it back, can she do that?

NO, Dogs are not baggage to be passed arouond like a parcel !
If you want to keep this dog and give it chance to settle, tell them that it’s too late as you have bonded with the dog and the puppy has bonded with you. Too bad they did not think before they passed it around. #
